Prisoner transport vehicles

INTRODUCTION

Prisoner transfers and transportation from on place to another occur primarily for three reasons transfers from one jail to another, off-site medical visits, and court appearances. Transporting prisoners is a potentially dangerous function. Therefore it is the policy of the police department to take precautions necessary while transporting prisoners to protest the lives and safety of officers the public and the person in custody.

PRISONER TRANSPORT VEHICLE

Vehicles used primarily for transporting prisoners must have the driver separated from the prisoner by a safety barrier, If prisoners are routinely transported alone in the rear of agency vehicles the rear compartments are modified to minimize opportunities for exit without the aid of the transporting officer.Prisoner transport vehicle must contain medical box,an alarm and a wireless phone.For each and every trip the vehicle must be inspected the bars of the windows and the door bolts must be checked, a camera installed in the vehicle is an addaded advantage while transporting the prisoners, when prisoner transport vehicle is on the road it must be folowed by an extra vehicle in front and back of the vehicle which will help more security and less chance for the prisoner to escape. There are several companies in the market which provide a specially made vehicles for transporting prisoners,

Vehicle inspection:

1.At the begining and end of each tour of duty all vehicles regularly used for prisoner transport shall be inspected for readiness as followsa. the safety screen shall be securely in place and undamagedb. All windows shall be intact and outer door latches in proper working orderc. rear seat door handles and window controls shall be deactivatedd. the interior shall be thoroughly searched to ensure that no weapons or contraband have been left behind or hidden within the vehicle.

2. prior to placing a prisoner in a vehicle for transport the transporting officer shall inspect the interior for weapons or contraband, the vehicle shall be searched again after the prisoner has been delivered to the detention facility or other destination.

3.All the vehicles maintained by the police department for routine patrol may be utilised as transport vehicle, all patrol vehicles shall be searched prior to an officers tour of duty to ensure the vehicle has not been tampered with and since last used, vehicle is free of weapons and contraband and is mechanically safe,is free from damage or defect and is properly equipped for use,all patrol vehicles used to transport a prisoner shall be inspected before and after the prisoner comes in contact the vehicle

4.A transporting vehicle shall be marked patrol unit equipped with a protective screen and modified to minimize opportunities for the prisoner to exit from the rear compartment without the aid of the tranporting officer.

Transport Officer seating: No more than four prisoner shall be transported by a single officer,all prisoner shall normally be placed in the rear seat,if seat belts are installed in the transport vehicle they shall be used for the arrestees safety.

Conclusion:

The transporting officer is legally responsible for the safety and custody of the prisoner being transported, prisoner should be searched each time they come into the vehicle to and from the court appearances,each time a prisoner is to be transported the vehicle should be examined to ensure that no weapons or similar items are present,additional approved restraint devices may be used in the vehicle to secure a prisoner who violently resist arrest or who exhibits behaviour such that he poses a threat to himself,the officer , to the public or to prevent escape...
