I have set everything up. I created and uploaded the 4 sets of images as instructed. uploaded the script in the header tag and created the menu. I checked out the legacy.php on line 83 and the $id== ' ' is empty.

What needs to be in the empty $id== ' '?

You need to use the List menu type, not any of the Legacy for the hover to work correctly. This is a current know limitation.

yes I discovered this and i also had the Legacy full active highlighting on. However when I set it to "List" I get a colored button in the background of the image buttons and when I hover over the image button it produced a black colored background button and if I hold the mouse on the image button the image flutters. Also when it is set to list the very top image button is not showing. its got me baffled...

I have it set to Legacy - Vertical because it I set it to list the images do not change and the link just bounces. It is not working in any of the browsers... I need help on this because I am on a dead line. I noticed that Is the image name .jpg specific or can ,png images be used?
